I am directed by the Secretary of State for War
to call your attention to the fact that the arrangement,
under which the Colony of Hong Kong pays a Military
Contribution of £40,000 per annum to the Home Txchequer,
comes to an end on the 31st December next, 'the
contribution to be paid after 1892 being subject to
reconsideration' /paragraph 7 of Colonial Office
Despatch to the Governor, dated 20th January 1890/.
It will, however, be within Lord Knutsford's
recollection that the Inter-Departmental Committee
originally contemplated that the revised rate of
contribution should be inforce for a period of 5 years,
but that, at the suggestion of the Treasury, this period
was subsequently reduced to 3 years. At that time it
was not anticipated that the negotiations would be so
prolonged, nor that so much delay would occur in
providing the additional Asiatic troops, which are now
being raised in India.
